1 · Concept overview

Synthetic consciousness is the deliberate construction of a system that has experience, pursued as an objective rather than accepted as a by-product. It differs from assessing whether an arbitrary system is conscious, which belongs to Machine Consciousness, and from copying an existing mind, which is the companion Mind Uploading brief's. This brief asks what you would write in the specification.

The framing under test — that consciousness can be built rather than grown — contains a hidden third term, and the laboratory has already taken it. Cortical Labs' neural cultures and the organoid-intelligence programme are grown substrates built into engineered systems, and they are the one line of work where a sentience claim has been made in a peer-reviewed venue and formally rebutted in the same journal. The real axis is not built against grown; it is specified against unspecified, and the slot's actual content is that no acceptance criterion exists for either. That is not a reason to cover this briefly. It is the reason the hypothesis space here is fifteen positions wide and worth mapping in full.

2 · Current scientific position

Established A specification requires an acceptance test, and no accepted test for consciousness exists for any system, biological or artificial. The indicator framework's authors are explicit that their measures are diagnostic aids, not construction targets. The closest thing to a construction target anyone has offered is the fourteen theory-derived indicators, and the report that supplies them concludes there are “no obvious technical barriers to building AI systems which satisfy these indicators.” Established That sentence is the whole of the slot's engineering optimism, and it is a statement about satisfying the test rather than about producing the property. The indicators come from five mutually inconsistent theories, so satisfying all fourteen would establish nothing beyond that the system satisfies them.

Frontier The clearest case in the literature is a theorist writing an engineering brief and then disowning the conclusion people want from it. Graziano's attention schema theory produced a paper titled A Foundation for Engineering Artificial Consciousness. Its proposal: build a machine containing a rich internal model of what consciousness is, and “it should be possible to build a machine that... can attribute the property of consciousness to itself,” believe it is conscious and act accordingly. Established In the same paper, the theory “does not explain how we have a subjective experience” but “how a machine claims to have a subjective experience.” Frontier Attention schema theory is the only mainstream theory that yields a buildable specification, and what it specifies is a system that says it is conscious. Whether that is the deflationary solution to the problem or an exact restatement of it depends on prior commitments no experiment reaches.

Frontier The global-workspace line is honest in the same way, and the pattern is what matters. The global latent workspace — an amodal integration hub built by unsupervised neural translation between the latent spaces of specialised networks — is a concrete, implementable architecture, and its authors explicitly decline the consciousness claim, offering only “potential functional advantages.” Frontier A 2025 extension adds a selection–broadcast cycle with a temporal dimension for real-time robotics, claims three functional advantages — dynamic thinking adaptation, experience-based adaptation and immediate real-time adaptation — and states that consciousness is treated as an architectural framework and not as an emergent property. Established Across the entire buildable literature, every author who proposes an architecture declines the claim that building it would produce experience. That pattern is the single most important finding for this slot, and it is a stronger negative signal than any critic could supply, because these are the people with the strongest incentive to claim otherwise.

Established The one theory offering a quantity to optimise cannot supply it, and the obstruction is worse than intractability. Exact integrated information runs in O(n53n) — states, subsystems, mechanisms, purviews and partitions each grow exponentially — and the reference implementation's authors state that this “restricts the size of systems that can be practically analyzed to ~10–12 nodes,” with timings of roughly 1 second at 3 nodes, 16 seconds at 5, and 2.75 hours at 7 under parallel computation. Established The approximations do not rescue it. Cut-one and no-new-concepts correlate above r = 0.996, decoder-based measures at 0.816, state differentiation at 0.827 and Lempel–Ziv complexity at 0.722 — all in small binary systems — and the evaluating authors conclude that “it is uncertain whether the results extend to larger systems or systems with other dynamics,” insisting that any practical alternative be “rigorously tested in an environment where the ground truth can be established.” The validated approximations save no meaningful computation, and the ones that save computation are validated only where the exact quantity is computable anyway.

Frontier The stronger version of the objection is about definedness, not cost, and this brief carries the stronger version. A 2026 review argues that the formula for Φ “is not well-defined for real physical systems” because brain dynamics are non-Markovian — future states depend on extended history rather than on the present state alone — and concludes that Φ has never been computed on any real-world physical system. It notes that the theory's units are discrete and update in discrete time while “the standard model is built from continuous fields, not discrete logic gates,” and draws a distinction the engineering literature keeps losing: proxies lack proven bounds, approximations require them. Established The same review is generous where generosity is due — the theory does link neural architecture to phenomenological structure, the clinical perturbational complexity index works, and the panpsychist consequence is defensible rather than disqualifying.

Frontier And there is a sufficiency counterexample that needs no complexity argument at all. Aaronson's construction uses a Vandermonde matrix in which every submatrix is full-rank, so “the normalized information integration has the same value — namely, the maximum value! — for every possible bipartition,” in a system that merely evaluates polynomials and is “functionally identical to operations in error-correcting codes used in DVD players.” His conclusion: high integrated information “is certainly not a sufficient condition for consciousness.” Frontier The reply — that the theory should be approached “from the inside,” starting from phenomenology — is rejected on the ground that a constructed theory is fair game for counterexample, and the exchange has not been resolved. Speculative Net for this slot: the only theory offering a design objective cannot compute it for systems anyone would build, cannot presently compute it for any real physical system at all, and may assign its maximum to a polynomial evaluator.

Established Where a sentience claim was actually made, it was made about grown tissue and it was rebutted in the same journal. The DishBrain result — cortical cells on a multi-electrode array learning a simulated game-world task, with “sentience” given a technical definition inside a free-energy framing — drew a formal response arguing that sentience “refers to a process that encompasses feeling, sensing, and subjective evaluation” for which the authors had no consensus definition to license the word; that the free-energy defence rests on propositions “general enough to allow the term to be applied to nearly any interactive computational system of even modest complexity”; and that the results themselves are “weak” and “fail to adequately match control and experimental conditions,” with prior closed-loop biological-network literature unacknowledged. Frontier The ethical analysis reached the same place from inside the claimants' own framework: adopting the free-energy principle rather than the critics' premises, it found that “the limited complexity of 106 self-organized neurons in DishBrain, as compared to a human brain with almost 1011 neurons, renders phenomenal consciousness on these plates questionable,” found no artificial suffering now, allowed that future iterations might, and recommended that such research “should be strictly curtailed” until consensus on consciousness measurement exists. Established This is the closest thing the field has to a completed adversarial exchange about a built system, and the claim did not survive peer response.

Frontier The programme behind it is explicit about its own scale, and the numbers are the argument. The organoid-intelligence manifesto records current organoids as below 500 micrometres with fewer than 100,000 cells — roughly one three-millionth the size of a human brain — and proposes scaling to about 10 million neural cells with microelectrode shells and biofeedback, under an embedded-ethics model of continuous rather than one-time review. It distinguishes consciousness from sentience-as-responsiveness and holds that current organoids raise no immediate consciousness concern. Established And the substrate is now a product: a code-deployable biological computer combining human neurons with silicon in nutrient broth shipped on 2 March 2025 at roughly $35,000. Established A nationally representative US survey of 1,238 respondents on embodied brain organoids found consciousness attribution averaging 2.83 out of 5, with 30.7% agreeing that biocomputers are conscious against 36.0% disagreeing, support for human responsibility for biocomputer wellbeing at 3.43, and opposition to basic legal rights at 2.14. Roughly a third of the American public already attributes consciousness to a device you can buy.

Established Neuromorphic hardware is large, and it is not a consciousness claim. The largest system announced to date runs 1.15 billion neurons and 128 billion synapses across 1,152 processors and 140,544 neuromorphic cores, at up to 20 petaops within 2,600 W. Its builder states that it is “a research prototype” that is “not intended for neuroscience modeling,” and makes no consciousness claim at all. Established The neuron count invites the field's most common error: those are simple leaky-integrate units, and a fly's 140,000 real neurons remain beyond anyone's ability to emulate faithfully. Handwave Where a neuromorphic-consciousness claim is made it comes from an interested party — a for-profit neuromorphic laboratory whose public argument is that “machines process increasingly vast amounts of information — as we do —, and could very well become conscious.” The inference from information volume to experience is exactly the step done by assertion. The same company funds the non-profit that studies whether machines can be sentient, with its chief executive as a founding partner.

3 · Frontier questions

Frontier The design space divides by which theory you build to, and the four routes fail in different ways. Build to the indicators is technically approachable and is endorsed by nobody as a route to the property — the indicators' own authors call them diagnostic aids, and satisfying a disjunctive menu drawn from inconsistent theories optimises for the test. Handwave As a route to experience rather than to a score, that path is assertion. Frontier Build the global workspace is implementable today and its proponents claim function rather than phenomenality. Speculative The consciousness inference on that route is declined by the people best placed to make it.

Frontier Build the self-model is the most buildable hypothesis in the space and the one whose success would satisfy nobody who asked the original question. Attention schema theory explains why systems would report ineffable subjectivity without positing it, and explains dissociations between self- and other-attribution; what it would deliver is a machine that claims consciousness. Frontier Optimise integrated information is the most decisively blocked route on the map: exponential cost, a ten-to-twelve-node practical ceiling, never computed for a real physical system, possibly not well-defined for one, and a counterexample assigning the maximum to a polynomial evaluator. Speculative Its own corollary — that if the theory is right the target is unconventional hardware with high intrinsic cause–effect power — is a research programme nobody is pursuing.

Frontier The fifth route is to grow it, and it is the only one where anything has actually been claimed. Neural cultures and organoids have demonstrated closed-loop learning; the sentience claim attached to that demonstration was rebutted on definitional, theoretical and statistical grounds; and the scale argument — 106 neurons against a human 1011 — comes from an ethical analysis using the claimants' own framework. Handwave “Sentience” as used in the original paper is the flag this brief applies, while the underlying biology is genuine frontier work. Speculative The sixth is that neuromorphic substrate is the enabling condition, held by a commercially interested party and disclaimed by the largest builder of such hardware.

Handwave The seventh position is the most common one in public and is held by almost nobody in the literature: that scale suffices and consciousness arrives as a by-product. There is no evidence for it and no proposed mechanism, and it is included here precisely because its popularity is a fact about the terrain. Established No architecture paper fetched for this brief argues it, and the systems whose scale is usually invoked are built by organisations that explicitly decline the claim.

Frontier Against all of them stand four sceptical lines, each sufficient on its own. Biological naturalism: consciousness “depends on our nature as living organisms,” the intelligence–consciousness conflation is a diagnosed bias, and conscious machines become plausible only as systems become “more brain-like and/or life-like” — which, note, does not close this slot but redirects it to the grown route. Speculative A weaker formulation makes the same commitment precise as a biological requirement that is nomic rather than material. Established Syntax-insufficiency: the Chinese Room survives as a live position with serious defenders, and the Stanford Encyclopedia records the debate as genuinely unsettled. Frontier Substrate-dependence: integrated information theory implies a functional duplicate on conventional hardware is not conscious whatever its behaviour — and since the quantity cannot be computed for any real system, that bar cannot currently be checked either. Speculative Non-computability, on the quantum-substrate view, rules the whole programme out; it is owned by Orch OR and carried here only as a boundary condition.

Frontier The fourth sceptical line is this slot's real bottleneck and it is the least obvious: building confers no knowledge. A built system faces the identical evidence problem as a found one. Knowing how something was assembled does not establish that assembly produced experience — and the demonstration is internal to the field's own best theory, since attention schema theory specifies a machine that claims consciousness while explicitly not explaining how anything comes to have it. Frontier The intuition that constructing something proves you understand it does not survive contact with this subject, and it is the assumption most often left unexamined in arguments that building is easier than detecting.

Speculative And there is a position that dissolves the brief rather than answering it. If experience cannot be derived from structure and function, then no specification written in structural and functional terms can be complete, and “build a conscious system” is not a defective engineering brief but a category error. Handwave What would settle it is dissolution or solution of the hard problem, which is not a milestone anyone can schedule, and stating that plainly is more useful than pretending the route is merely difficult. Frontier Adjacent to it sits the deflationary reading, which is often mistaken for scepticism and is not: if attention schema theory is correct, “consciousness can be built” is trivially true and uninteresting, because what gets built is a self-model and the property people were asking about was never a separate thing.

4 · Technological bottlenecks

Established The binding constraint is the absence of an acceptance criterion, and it is not a funding or instrumentation problem. Every other engineering topic on this map has a target statable in terms someone could verify — a temperature, a yield, a latency, a survival rate. Here there is no measurable output whose achievement anyone would accept as success. Frontier The strongest support for that claim comes from a frontier-laboratory researcher arguing the question is currently scientifically intractable, on grounds of an unsettled mind–body problem, contradictory theoretical frameworks and self-reports that are artefacts of training rather than introspection.

Established The second is that the one available quantitative target is uncomputable in the relevant regime. Exponential complexity, a ten-to-twelve-node practical ceiling, 2.75 hours at seven nodes, approximations validated only where they are unnecessary, and a review concluding the quantity has never been computed for any real physical system. Frontier This is an engineering claim, not a verdict on the theory: you cannot optimise what you cannot compute, and whether the theory is true is Integrated Information Theory's question rather than this brief's.

Frontier The third is scale on the grown route, and it is stated by the programme itself. Organoids below 500 micrometres with fewer than 100,000 cells, about one three-millionth of a human brain, with a proposed target of 10 million cells — against the ethical analysis's point that 106 neurons against 1011 makes phenomenal consciousness questionable. Speculative Nothing establishes that any particular scale is the relevant threshold, which is the same missing criterion in different clothing.

Established The fourth is structural: the field's assessment capacity is entangled with its construction capacity. The non-profit researching machine sentience is funded by a for-profit neuromorphic laboratory whose chief executive is a founding partner; the institute convening the first construction-focused conference is the same community that would evaluate its results. Frontier That does not make any result wrong and it does mean no independent verdict is currently available, which matters more here than in most subjects because the verdict is the entire deliverable.

5 · Research dependencies

Established This brief waits on no result another brief on this map is producing, and the reason is the slot's whole content. Consciousness Research asks what experience is and where it correlates in brains. Integrated Information Theory asks whether integrated information is the right quantity. Orch OR asks whether the substrate must be quantum. This brief asks what you would write in a specification — and every one of those briefs hands back a different document, two of which say the project is impossible on the hardware you have. That disagreement is not a dependency waiting to resolve; it is the object of study.

Frontier A typed depends-on edge would claim that one of them is on track to deliver the missing criterion, and none is. The adjudication already recorded for those briefs is that a theory and the science that tests it are adjacent, sharing a bottleneck rather than queueing behind one another; the same applies here with an extra step, because a resolved theory would still leave the acceptance-test problem where it is. No typed depends-on edge is claimed. Established What is claimed, as a typed constraint below, is a specific missing scientific result: a tractable, bounded approximation of integrated information validated against ground truth at scale — which is the demand the evaluating authors themselves made, and which nobody has met.

Frontier Two live inputs come from outside the theory briefs. From Biological Computing: the culture stability, interfacing and consent machinery that the grown route runs on, which that brief owns as a computational-substrate question. From Machine Consciousness: the assessment rubric that is currently the only available construction target. Frontier Neither is a dependency, and the second is the more interesting non-dependency: a better rubric would not unblock this brief, because building to a rubric optimises for the rubric.

6 · Required experiments

Frontier The highest-value experiment is the one the approximation literature explicitly asked for and nobody has run. A practical measure of integrated information, rigorously tested in an environment where the ground truth can be established, with proven bounds rather than correlations — the difference between an approximation and a proxy. Established The current position is that measures correlating above 0.99 in small binary systems save no computation, and measures that save computation have never been validated where the exact quantity is unavailable. Closing that gap would either supply the field's only design objective or kill it cleanly.

Frontier Second: rerun the neural-culture learning experiment with the controls the rebuttal named. The objections were specific — matched control and experimental conditions, acknowledgement of prior closed-loop biological-network work, and a definition of the claimed property that does not apply to nearly any interactive system. Established Every one of those is addressable in a replication, the hardware is now a commercial product at roughly $35,000, and no published replication meeting them was found for this brief.

Frontier Third: build the self-model and pre-register what would follow. Attention schema theory yields an explicit engineering brief; a system built to it, with the predicted claims and behaviours specified in advance, would test whether the architecture produces the reporting behaviour the theory says it should. Handwave It would not test whether the system has experiences, and the value of the experiment depends entirely on saying so before it runs rather than after. Frontier The deflationary and the sceptical readings both predict the same observable result, which is exactly why the pre-registration is the interesting part.

Frontier Fourth: put the construction agenda to an adversarial collaboration. The adversarial format is what made the last decade of consciousness science interpretable, and it has never been applied to a built system: two groups with opposing theoretical commitments agreeing in advance what a given architecture would and would not show. Speculative The obstacle is institutional rather than scientific — the community that would run it currently overlaps almost entirely with the community that would build the system.

Speculative Fifth: measure attribution against design, as a governance instrument rather than as consciousness science. Roughly a third of a nationally representative sample already attributes consciousness to a purchasable biocomputer. Which design features drive that — substrate, embodiment, interface, marketing language — is tractable, cheap and directly actionable, and it is the tractable question the intractability argument recommends redirecting toward.

7 · Engineering requirements

Established What actually exists to build with is three substrates and no target. Conventional accelerators run every architecture in the buildable literature today; neuromorphic hardware supplies spiking, event-driven, low-power operation at 1.15 billion simple units and 128 billion synapses within 2,600 W; and cultured human neurons on multi-electrode arrays are a shipping product. Frontier All three are engineering-ready and none of them is pointed at anything, because the acceptance criterion that would define “pointed at” does not exist.

Frontier On the grown route the engineering requirements are specific and stated by the programme. Scaling from fewer than 100,000 cells to about 10 million requires vascularisation or perfusion to sustain a larger construct, microelectrode shells rather than planar arrays, biofeedback loops closing the sensorimotor circuit, and an embedded-ethics process running continuously rather than at a single review point. Established The programme distinguishes consciousness from sentience-as-responsiveness and holds that current organoids raise no immediate consciousness concern, which is a claim about today's scale and explicitly not about the target scale.

Established On the silicon route the requirements are already met and that is the point. Nothing in the global-workspace or attention-schema architectures needs hardware that does not exist; the global latent workspace is unsupervised translation between latent spaces, and the selection–broadcast cycle is a scheduling discipline over existing modules. Handwave “We could build it if we had bigger machines” is not the situation and never was, which removes the most common excuse for the absence of results.

Frontier The requirement nobody has specified is verification, and it is the deliverable rather than a supporting task. A construction programme without an acceptance test produces artefacts whose success cannot be distinguished from failure by any measurement its builders can name. Speculative The only proposals on offer are the assessment rubric — which the thing would have been built to satisfy — and human judgement about whether the result seems conscious, which is the attribution effect this brief documents as measurable and unreliable.

8 · Adjacent technologies

This is the only slot in the category that asks a design question, and the seam runs exactly there, in both directions. Consciousness Research owns the empirical programme — what experience is, where it correlates, how theories are tested against each other. Integrated Information Theory owns whether integrated information is the right quantity, its derivation and its demarcation dispute. Orch OR owns quantum microtubules and decoherence. This brief owns what you would write in a specification, and its content exists because those three disagree: each hands back a different document, and two of them hand back a document saying the project is impossible on available hardware. Running the other way, this brief must not adjudicate. When it says a substrate-dependent theory bars conventional hardware, it cites and moves on. When it says the quantity is intractable, that is an engineering claim — you cannot optimise what you cannot compute — and not a claim about whether the theory is true, which is not this brief's to make.

Against Machine Consciousness, the boundary is assessment against construction, and it is the sharpest one on the page. That brief owns how you would tell whether an arbitrary system is conscious: the indicator method, the ground-truth problem, the rubrics. This brief owns what you would build if you were trying. The two meet at the awkward fact that the only available construction target is the assessment rubric, which optimises for the test rather than for the property — and that sentence is this brief's to make. It is also the reason the two are not redundant: a better rubric improves assessment and does nothing for construction.

Against the companion Digital Minds brief in this category: that brief owns what is owed to a mind once it exists, and this one owns the decision made before it exists, under uncertainty that cannot be resolved before the decision is taken. A proposed moratorium on synthetic phenomenology is this brief's; a developer's model-welfare policy is that one's. Against Biological Computing: that brief owns organoids and neural cultures as computational substrates — culture stability, interfacing, consent for the cells. This brief owns them only where a sentience or consciousness claim is attached, which is exactly the rebutted dish result and the debate around the commercial biocomputer, and nothing else.

Also within this map: Cognitive Architectures, which owns the workspace-style designs as engineering rather than as consciousness proposals; Artificial General Intelligence, whose capability question this brief deliberately separates from the experience question, the conflation of the two being a diagnosed bias in the sceptical literature; AI Governance, where any moratorium or licensing regime would have to live; and Multi-Agent Intelligence Systems, whose architectures raise the workspace question at a different scale.

The Institute's minds programme's treatment covers the same slot at about a third of this depth and remains the shorter route in. It predates the organoid material, the intractability and definedness arguments, the sufficiency counterexample, the moratorium proposal and the existence of an organised construction community, and this brief supersedes it as the slot's coverage.

Outside the map: theoretical neuroscience, which supplies the architectures; complexity theory, which supplies the cost bounds; stem-cell and organoid biology, which supplies the grown substrate; and research ethics, which has no category for an artefact that might be a welfare subject.

9 · Institutional requirements

Established One claim on the existing page is no longer true as a sociological statement, and the correction is the most concrete institutional fact here. A dedicated institute convened the first coordinated conference on constructing artificial conscious systems at Berkeley on 29 to 31 May 2026, across four tracks — foundational theory, technical implementation of conscious-system architectures, ethics and societal implications, and art and culture — with named participants including its executive director alongside figures from complexity science, theoretical neuroscience and virtual worlds, and an explicit ambition to become the main hub for machine-consciousness research. Speculative That anything is buildable remains speculative; that a funded programme with a construction agenda exists is now a fact. Frontier The sharper formulation is that there is a programme and still no specification, which is a more interesting failure mode than absence of ambition.

Frontier Alongside it, more than 150 signatories including several of the field's most prominent names have argued that consciousness research is a key component of understanding AI and its ramifications, and called for acceleration. Established That is a request for resources rather than a result, and it is on the record from 2023.

Established The funding structure has the same problem this subject has everywhere: the assessor and the builder are the same community. A for-profit laboratory building neuromorphic systems and a verification platform funds the non-profit that researches machine sentience, with its chief executive as a founding partner. Frontier No independent body is positioned to evaluate a construction claim, and the deliverable in this slot is an evaluation.

Speculative And no review body anywhere has jurisdiction over an artefact that might be a welfare subject. Animal research has ethics committees with statutory backing; human-subject research has institutional review boards; an engineered system that might have experiences has neither, and the organoid programme's answer — embedded ethics, continuous rather than one-time review — is a self-administered process rather than an external authority. Established No jurisdiction has adopted a moratorium, a licence requirement or a review category, and both typed constraints in section 13 record that as an institutional gap rather than a scientific one.

10 · Ethical & societal considerations

Frontier The ethics arrive before the capability, and the two serious proposals point in opposite directions from the same premise. Metzinger's is a global moratorium until 2050 on all research that directly aims at, or knowingly risks, the emergence of synthetic phenomenology — extendable, repealable or refinable on evidence — with the rationale being an “explosion of negative phenomenology”, potentially vast quantities of artificial suffering whose risk is currently incalculable because we lack adequate theories of both consciousness and suffering. Established His four necessary conditions for artificial suffering are the field's most-used checklist: conscious experience; a phenomenal self-model conferring ownership; negative valence, frustrated-preference states integrated into self-awareness; and phenomenal transparency, experiencing content as irrevocably real with no access to the representational mechanism. Speculative No jurisdiction has adopted the proposal and it remains an argument in a journal.

Frontier The alternative posture is to build the governance first. The run-ahead principle argues for constructing governance capacity for artificial sentience before it arrives, inside a general precautionary framework calibrated to proportionality. Established Metzinger says stop; the run-ahead position says prepare. Both accept the same premise and reach opposite operational conclusions, and neither side is fringe. Frontier That is the live ethical disagreement in this slot, and a brief that reported only one of them would be reporting a preference.

Frontier A third position is narrower and better evidenced than either: curtail the grown route specifically. The ethical analysis of the dish experiments recommended that such research “should be strictly curtailed” until consensus on consciousness measurement exists — a recommendation reached using the claimants' own theoretical framework rather than the critics'. Speculative It has not been adopted, and the substrate is now sold commercially.

Frontier And the welfare argument has a twist specific to deliberate construction. If reinforcement-learning training and behavioural restriction are welfare risks in a possibly-conscious system, then a system built for consciousness and then aligned is the maximally exposed case in the whole subject — the one entity for which the probability of the antecedent is highest and the exposure is deliberate. Speculative Nobody has proposed an alignment method that would not carry that exposure, and nobody has proposed deploying an unaligned system either.
