1 · Concept overview
Industrial ecology is the proposal that an industrial region can be described the way a biologist describes an organism or an ecosystem: as a metabolism, with inputs, throughput, storage and excretion, obeying conservation of mass. Established It has three layers that are routinely confused. The first is accounting — material flow analysis, which measures what enters an economy, what accumulates in it, and what leaves. The second is exchange — industrial symbiosis, defined in the field's pivotal review as physical exchanges of materials, energy, water and by-products among diversified clusters of firms. The third is scoring — the circularity indicators that compress the first two into a single percentage for a press release. Established Almost every public argument about the subject is conducted at the third layer using numbers whose definitions live in the first.
Established The field's own introductory literature is candid that the organising idea is a metaphor: industrial symbiosis borrows from natural ecosystems to suggest that industrial production can be reconfigured into an industrial ecosystem in which firms are interconnected through the exchange of wastes and energy, and the same introduction records that some researchers describe industrial ecology as the science of sustainability. Speculative The second of those is a positioning claim, not a finding, and this brief treats it as one.
Established Two things are firmly established and both cut against the popular version of the subject. A large fraction of what an industrial economy processes is burned for energy and can never be recycled, and a further large fraction is accumulating in buildings and machines that have not reached end of life — so the headline circularity gap is substantially unclosable by arithmetic rather than by effort. And the canonical symbiotic network at Kalundborg was not planned; it accreted, and the two papers most often cited to justify planning eco-industrial parks both say so. Frontier The exotic question at the end of the subject — whether a closed material loop is thermodynamically coherent at industrial scale at all — turns out to be answerable only after the metric is repaired, which is why this brief spends its first two sections on arithmetic.
2 · Current scientific position
Established Industry has a measurable metabolism, and the measurement exists. The sociometabolic assessment that established the modern baseline reports, for the reference year 2005, roughly 4 gigatonnes per year of waste materials recycled, against about 62 Gt/yr of processed materials and about 41 Gt/yr of outputs. Established Those three numbers are the whole subject in miniature: a large throughput, a much smaller recovery, and a gap that most commentary reads as a failure of effort. Established The same assessment supplies the two terms that make the gap something other than a failure of effort — 44 per cent of processed materials are used to provide energy and are in the authors' phrasing unavailable for recycling, and socioeconomic stocks grow at 17 Gt/yr in net additions. Established Material that has been combusted cannot be recovered, and material currently being built into a road or a turbine is not available at end of life because it has not reached end of life. Both terms sit in the denominator of every circularity ratio and neither can enter the numerator.
Frontier Correcting the denominator moves the headline figure by roughly a factor of three. A 2026 analysis in the Journal of Circular Economy states that while the commonly reported circularity rate is about 9 per cent, correcting for non-recoverable materials reveals a real circularity of approximately 27 per cent. Frontier The same analysis finds that this corrected circularity corresponds to only about 1.4 per cent of global GDP, which it reads as evidence of the limited economic reach of recycling-centric approaches, and that nearly two-thirds of GDP is generated through the use and management of existing material stocks and assets — practices the analysis argues already align with core circular-economy principles and which flow-based indicators cannot see. Frontier It names the offending metric explicitly, the circular material use rate, and criticises narrow recycling-centric definitions that ignore maintenance, repair, refurbishment and remanufacturing. Established This brief could not obtain the publisher full text of that paper; the figures above are those stated in the deposited abstract and are attributed as such, which is the correct standard of confidence for them.
Established The most-cited study in the field is an argument against recycling-led circularity, and it is routinely cited to motivate recycling targets. Haas and colleagues conclude that strategies targeting the output side — end of pipe — are limited, and emphasise instead renewable energy transition, reduction of stock growth, and eco-design. Established The same study finds that despite higher end-of-life recycling rates in the EU, overall circularity remains low. Established That is the cleanest available demonstration that a recycling rate and a circularity rate are different quantities which move independently, and it comes from the paper whose number the recycling-target literature quotes. Frontier The direction of the error is worth naming: it overstates failure, which is why enthusiasts repeat it as a call to action and critics repeat it as proof of futility, and neither checks the base.
Established Kalundborg, the case the entire field rests on, was not designed. Chertow's 2007 review describes the network as largely self-organizing. Established That review is not an essay; it is a controlled comparison. It examined 15 eco-industrial park projects promoted to national and international attention by the U.S. President's Council on Sustainable Development from the early 1990s, and contrasted them with 12 projects sharing more elements of self-organisation, concluding that uncovering existing symbioses has led to more sustainable industrial development than attempts to design and build eco-industrial parks incorporating physical exchanges. Established Ehrenfeld and Gertler's 1997 foundational study of Kalundborg — the single paper most often invoked as the blueprint argument for building such parks — concludes that the evolutionary pattern followed at Kalundborg may not be easily transferable to greenfield developments. Established Both of the founding documents contain a warning against the inference they are cited for.
Frontier There is a theory of how symbiosis forms, and it makes the first stage unplannable by construction. Chertow and Ehrenfeld propose a discontinuous three-stage model: a random formative stage involving numerous actors engaging in material and energy exchanges; conscious recognition and intentional pursuit of network benefits; and institutionalisation of the beliefs and norms that enable collaborative behaviour. Frontier They state there is no single path to the outcome, and that recognition of benefits is an emergent property characteristic of self-organised systems. Speculative If that model is right, a master plan cannot substitute for stage one, because stage one is the search process — and the correct policy intervention is at stage two, on recognition, which is what a facilitator does and what a site plan does not.
Established The largest deliberate programme ever run is also the strongest evidence for the other side, and it is ambiguous. South Korea began a 15-year National Eco-Industrial Park Development Program in 2005, in three stages. Between 2005 and 2014, operating projects rose from 52 to 159 and participating firms from 90 to 596, with economic and environmental benefits rising alongside increases in private investment and government research funding. Established In the same abstract, the average distance of an industrial symbiosis exchange rose from 40 km to 48 km, and the second-phase scaling strategy was the expansion of target areas by connecting multiple industrial complexes. Frontier Part of a threefold growth in projects is therefore the system boundary moving outward rather than exchanges densifying, and the rising average haul distance is the tell. Frontier There is a further reading that has to be taken seriously: Korea was retrofitting aged existing industrial complexes, which is to say uncovering latent exchanges among firms already co-located. On that reading Korea is the largest uncovering programme ever run and it confirms Chertow rather than refuting her.
Established A savings figure in this literature is meaningless without its haul distance, and the sensitivity spans two orders of magnitude. A life-cycle assessment of one symbiotic gypsum exchange computed a critical distance — the haul beyond which the exchange stops being environmentally preferable — ranging from 3.5 km to 564 km depending on which impact endpoint was assessed, with the critical distance for heavy trucks 3.2 to 3.9 times longer than for lighter vehicles. Established That is not a sensitivity band around a result; it is a range within which the sign of the result changes. Established A second case makes the companion point about which benefit is being claimed: in a Chinese eco-industrial park, routing biodegradable organics from food-production wastewater to serve as the external carbon source for denitrification in the centralised treatment plant produced savings of about 6.55 million CNY per year, approximately 20 per cent of the plant's annual operating cost — and greenhouse-gas mitigation of 5,977 t CO2-equivalent per year, approximately 1.7 per cent of the original model's emissions. Established The same intervention, roughly twelvefold apart depending on which frame reports it. Cost savings and emissions savings from symbiosis are not proxies for one another, and a project justified on one should never be reported under the other.
Established Fully quantified park-level balances exist, and they show where the definitional trouble sits. The Śmiłowo Eco-Industrial Park in Poland's Noteć valley is reported to utilise 300,000 t of meat waste annually, produce 110,000 t of meat-and-bone-meal biofuel, use 120,000 t of pig manure as fertiliser, produce 460,000 GJ of bioenergy, and eliminate 92,000 t of CO2 emissions. Frontier The material numbers are the best single-park balance reachable for this brief. Speculative The last one is doing something different: eliminate is an avoided-burden estimate against a counterfactual the retrieved abstract does not state, and the combustion emissions are inside the system boundary. Established Note also that 460,000 GJ of bioenergy is a material loop terminating, not closing — combustion ends the loop, and reporting it inside a circularity claim is the same denominator move that produces the 9 per cent figure.
Established Certification counts are not symbiosis measurements. China established a national eco-industrial park standard described as the first of its kind globally; an assessment of its indicator system found the indicators eco-efficiency-oriented and concluded that they do not address the essence of the EIP, calling for revision. Established A count of certified parks is a count of certifications. Frontier This matters more than it sounds, because certified-park counts are the quantity most often cited when a national programme reports progress, and the assessment says the instrument does not measure the thing.
Frontier The measurement substrate underneath all of this has a stocks problem that is only recently being addressed. Integrating material stock dynamics into economy-wide material flow accounting — as opposed to accounting for flows alone — is a distinct methodological programme, modelled globally across the twentieth and twenty-first centuries; an EU-level monitoring framework for economy-wide material loop closing exists and is a different instrument from the headline circularity indicator. Established Both of those sources were verified as records in the research behind this brief and their texts were not obtained, so no number from either appears here. Frontier What can be said is structural and is enough: while in-use stock is still filling, end-of-life arisings necessarily lag demand, and no recycler's performance changes that. The age distribution of the built stock is the constraint, and it was set decades ago.
3 · Frontier questions
Frontier The live question is whether the circularity metric can be rebuilt rather than patched. The corrected-denominator analysis is not merely a correction; it proposes replacing annual input-based metrics with economic value creation as the primary indicator, integrating stock-utilisation efficiency as a core circularity measure, and setting policy targets on value retention and reuse rather than material recovery. Frontier If adopted, the number that everyone quotes stops existing and is replaced by one measuring service-years delivered per tonne of stock. Speculative The obstacle is not conceptual but arithmetic: nobody has agreed a defensible denominator for stock utilisation, and until they do the proposal is a critique rather than a metric.
Speculative A thermodynamic redefinition of recycling has been proposed and would move the numbers the other way. A 2026 treatment offers recycling and upcycling definitions rooted in thermodynamic and commodity-economic logic. Established Its text was not reachable for this brief, so nothing is asserted about its content beyond its subject. Speculative The direction of the effect is nonetheless predictable: a definition grounded in retained thermodynamic quality strips downcycled tonnage out of the numerator, so reported rates fall at the same time the corrected denominator makes them rise. Frontier That the two live proposals push the headline figure in opposite directions is the single best argument that the figure is not currently measuring anything stable.
Frontier Critical distance is the most useful unexploited screening tool in the field. The relative-and-critical-distance construct generalises: every proposed by-product exchange has a haul distance beyond which it is net-negative, and that distance is endpoint-dependent. Frontier It has not been systematised into a standard screening step for symbiosis proposals, and the fraction of symbiosis papers reporting a transport sensitivity is near zero. Speculative A convention requiring a critical distance alongside every savings figure would be cheap, would need no new science, and would invalidate a noticeable share of the existing claim stock — which is a reasonable prediction of why it has not been adopted.
Frontier The facilitator, not the park, may be the active ingredient. Korea's regional eco-industrial park centres acted as facilitators, and the programme analysis examines how their activities influenced scaling-up. Speculative If the facilitator is what works, symbiosis is a market-making information problem rather than an engineering one, and the correct intervention is a broker with a materials database, not a masterplanned estate with shared steam mains. Frontier The test is exchange formation rate per facilitator-year against matched unfacilitated complexes, and it has not been run.
Frontier Two specific exchange templates look genuinely generalisable. The first is wastewater carbon-source substitution: food-industry organics replacing purchased reagent for denitrification wherever a park has a centralised treatment plant and a food-processing tenant, where the binding constraint is chemical suitability and timing of supply rather than willingness. Frontier The second is full-lifecycle agri-food symbiosis including hazardous streams, running cereal to feed to livestock to meat products to meat-and-bone meal to biofuel to manure to fertiliser — the hazardous-stream inclusion being the frontier element, since most parks exclude such streams by policy.
Frontier Metals are where the loop-closing question gets tested, and copper is the diagnostic case. A 2024 treatment addresses the limitations of end-of-life copper recycling and its implications for the circular economy of metals; whole-economy metals accounting for the United States provides the substrate for asking which metals could be looped; and criticality assessment of specific metal sets supplies the triage logic of closing the loops where supply risk rather than economics is binding. Established All three were verified as records only and none of their numbers appears here. Frontier The frontier framing that survives without those numbers is the reversal of the usual policy order: close loops where the material is scarce and strategically exposed, not where the tonnage is largest.
Frontier The unit of recovery is shifting from the material to the component. Component end-of-life management — remanufacturing and functional recycling — is formally distinguished in the literature from material recycling, and the distinction is thermodynamically substantive: remanufacture retains the embodied energy of shaping, which material recycling destroys. Frontier Selective dismantling of end-of-life vehicles reframes precious-metal recovery as a disassembly-sequencing problem rather than a shredding-and-separation problem. Speculative If the component becomes the unit, most existing recycling statistics become the wrong instrument, because they are mass-based and a component's value is not.
Frontier Reporting infrastructure is arriving faster than measurement. Trade coverage reports that a Global Circularity Protocol has existed since 2025, with early corporate application, after years in which the field had no common standard. Speculative A reporting standard adopted before the denominator dispute settles will encode whichever side happened to be drafting. Frontier Two waste streams are flagged as the next hard cases for reasons unconnected to waste policy: photovoltaic modules, unsolved while deployment scales, and lithium, positioned as an import-dependency instrument. Speculative A supply-security driver produces a more durable investment case than an environmental one, which the next decade will test directly. Frontier Meanwhile the discipline has turned on its own definitions, with a 2019 critique of the circular-economy research field. Speculative Fields audit their definitions when the definitions have stopped constraining anything.
4 · Technological bottlenecks
Established The workback target is a contiguous industrial region in which virgin material input per unit of output falls below a stated threshold, sustained across a business cycle and across tenant turnover, without exporting the residual across the region boundary. The chain to it is eight links long and the binding one is not technical.
Frontier L1: a complete audited material balance for a defined industrial region, including stocks. The method exists — economy-wide material flow accounting extended with stock dynamics — and the measurement is closure error as a percentage of throughput. Established No audited regional application was reachable for this brief. Frontier L2: every by-product stream in the region has a named legal status, measured as a count of streams by classification and a count reclassified out of waste law. This is not measured anywhere reachable. Frontier L3: every candidate exchange has a computed critical distance, per endpoint. The method exists and is applied almost nowhere.
Frontier L4: exchange formation rate exceeds tenant churn rate — exchanges formed per year divided by exchanges lost to churn, which must exceed 1.0. Nobody has published the ratio. Frontier L5: intra-regional sourcing fraction rises under a fixed boundary, which is the fixed-boundary version of the Korean statistic; only the expanding-boundary version is reported. Speculative L6: residual streams shrink rather than relocate, measured as mass exported across the region boundary per unit output — not reported anywhere reachable, and the term that decides whether a circular region is circular or merely upstream of somebody else's landfill. Speculative L7: the network survives removal of its largest node, by robustness simulation plus at least one observed anchor exit. Established L8: energy recovery is separated from material recovery in all accounting, two-line reporting, never summed. This one is violated routinely and is free to fix.
Frontier L2 binds. Not thermodynamics, not logistics, not network topology. Links L3 through L8 are all measurable with existing methods and would be measured if the exchanges existed to measure; the reason they do not exist at scale is that the material cannot legally move, or can only move under a permitting, liability, manifest and insurance burden exceeding its value. Speculative L2 is also the cheapest link to attack, because it is an administrative act rather than an invention. Established This brief states plainly that the waste-law mechanism was not established from a source in its research pass — it is the field's standard account and no paper establishing it was retrievable — so it is carried here as the structurally implied binding link and as the highest-value unpublished study in the subject, not as a sourced finding. Frontier Second-binding: L4. Even where exchanges form, an accreted network competes against tenant churn, and if formation rate is below churn rate the network decays whatever the policy does.
5 · Research dependencies
Established This brief is waiting on four results that other people would have to produce, and none of them requires an invention. The first is Kalundborg's own measured savings. The canonical quantitative assessment exists and insists on a dual frame — that symbiosis must be understood both in terms of individual economic and environmental performance and as a collective approach to industrial sustainability — but its figures were not obtainable for this brief, and the water, energy, material, carbon and monetary savings of the world's most-cited industrial network are consequently a hole in this brief's spine. Established That is stated rather than filled from memory.
Frontier The second is plan-versus-outcome exchange matching for designed parks: the fraction of realised exchanges that appeared in the original master plan. Speculative It is the single most valuable missing statistic in the field, it decides the designed-versus-discovered question outright, and it requires a filing cabinet rather than a laboratory. Frontier The third is a displacement rate — whether recovered material substitutes for virgin production or adds to total supply. Speculative If secondary material is additive, the avoided-burden term in every symbiosis assessment is an overestimate of unknown size, and the elasticity that would settle it was not found in any source reachable here.
Frontier The fourth is scrap arisings against demand, by metal, forward-projected from stock age distributions. Established It is computable today from published stock-dynamics methods and is not published. Frontier Behind all four sits a dependency on the accounting layer itself: until material flow data exist at facility resolution rather than at national aggregate, none of these can be computed for the unit that actually makes the decision, which is a plant manager with a contract to sign.
6 · Required experiments
Frontier The decisive experiment is a difference-in-differences on end-of-waste reclassification. Take a specific by-product stream reclassified out of waste law on a known date, take a comparable non-reclassified stream as control, and measure exchange formation counts before and after, controlling for the material's price. Speculative If formation rates rise measurably, L2 is confirmed as the binding link and the correct policy instrument is a reclassification pipeline rather than a park-building programme. Frontier It is tractable, it is unpublished, and it is the highest-value empirical opportunity in this subject.
Frontier The cheapest experiment is a reporting convention. Require every published symbiosis savings figure to carry its critical distance, vehicle class, endpoint and counterfactual. Established The measurement is the fraction of symbiosis papers reporting a transport sensitivity, currently near zero. Speculative The prediction is that a meaningful share of published exchanges turn out to sit beyond their critical distance on at least one endpoint, which is why this is an experiment on the literature rather than on a plant.
Frontier The formation-versus-churn ratio is a records exercise. Count exchanges formed per year and exchanges lost to tenant turnover per year in an established complex over a decade. Speculative A ratio below 1.0 in a mature network would be the most consequential negative result available in the field, because it would mean symbiosis decays without continuous intervention and that every static case study is a snapshot of a decaying object.
Frontier Fix the boundary and re-run the Korean statistic. Intra-complex exchanges per firm, fixed boundary, time series — the version the programme evaluation does not report. Speculative If density inside a fixed boundary is flat while the programme total triples, symbiosis saturates within a complex and grows only by annexation, which changes what a national programme is buying.
Speculative Remove the anchor. Simulate node removal on a mapped network — Kalundborg has been analysed as a network-topological object, so the topology exists — and pair it with at least one observed anchor exit. Frontier Tight coupling is simultaneously the source of the savings and the source of the risk, and the number of alternative sinks per by-product stream has not been reported for the canonical case in any source reachable for this brief.
7 · Engineering requirements
Established The engineering of symbiosis is mostly interface engineering, and the interfaces are chemical, temporal and contractual at once. A by-product exchange requires that the donor's output specification match the receiver's input specification within a tolerance neither party wrote, that supply timing match demand timing without a buffer either party wants to pay for, and that quality be verifiable by an instrument both parties accept. Frontier The wastewater case is instructive precisely because the binding constraint there is chemical suitability and timing of supply rather than willingness — the firms agreed long before the chemistry did.
Frontier Buffering is the unglamorous core requirement. A continuous process feeding a batch process, or a seasonal agricultural stream feeding a year-round industrial one, needs storage, and storage of a by-product that is legally a waste is a permitted waste-storage facility with all that implies. Speculative A large share of failed exchanges are probably storage-permit failures wearing a chemistry costume, and nobody has counted them.
Established Transport is not a detail; it is the term that flips the sign. The critical-distance result makes vehicle class a first-order design variable, with heavy trucks tolerating 3.2 to 3.9 times the haul of lighter vehicles before an exchange turns net-negative. Frontier That implies engineering decisions — pipe it, conveyor it, or site the receiver inside the fence — that are made at masterplanning stage and are irreversible afterwards.
Frontier Shared infrastructure is where the modest, reliable wins are. Centralised wastewater treatment, shared steam, shared compressed air and common utilities are the exchanges that survive tenant churn, because the asset belongs to the estate rather than to a pair of firms. Speculative A design rule follows: prefer exchanges mediated by an estate-owned asset over bilateral pipe-to-pipe couplings, because the former survives the failure of either counterparty and the latter does not.
8 · Adjacent technologies
Established The nearest neighbour is the built environment. Circular Infrastructure Systems carries the reuse, remanufacture and design-for-disassembly programme, and it reaches the same structural conclusion by a different route: there, the binding link is whether a recovered structural component can be legally re-certified for load-bearing use. Frontier Here it is whether a by-product can be legally reclassified out of waste. Speculative Two subjects, two literatures, one constraint — a legal status, not a physical property — and in both the field's effort is aimed at technology.
Established Circular Economies owns the economy-wide policy frame and the consumer-facing end of the argument; this brief owns the industrial metabolism underneath it and the measurement dispute. Frontier Zero-Carbon Industrial Systems is adjacent in an uncomfortable way: the 44 per cent of processed material that goes to energy provision is the term that the energy transition, not the waste system, has to release, so the circularity rate is primarily a function of the energy system and only secondarily of recycling performance.
Frontier Resource Economies and Asteroid Mining sit on the supply side of the same balance and are the correct comparison class for any claim that secondary supply can displace primary: both are proposals to add primary supply, and neither is evaluated against the displacement rate this brief says nobody measures. Speculative Autonomous Supply Chains supplies the matching layer a facilitator would need if the broker hypothesis is right — a by-product exchange is a two-sided market with a chemistry constraint, a timing constraint and a legal constraint, and the first of those is the only one a conventional marketplace knows how to represent. Frontier Nuclear Waste Solutions is the limiting case of the same institutional problem, where the legal status of a material is the entire engineering problem and everybody admits it. Speculative And Sustainable Megacities is where most of the 17 Gt/yr of net stock addition is going, which makes the urban construction rate a variable in this brief's headline metric even though nobody in either literature treats it as one.
9 · Institutional requirements
Frontier The institutional requirement that decides this subject is a reclassification pathway with a named owner. A by-product classified as waste carries permitting, liability, transport-manifest and insurance burdens to whoever receives it, and where those exceed the value of the material the exchange does not form regardless of its physical merit. Established This brief did not obtain a source establishing that mechanism and says so; it is the field's standard account, it is structurally implied by every other link being measurable and unmeasured, and it is routed here as a requirement rather than asserted as a finding.
Established The second institutional requirement is measurement at facility resolution. National material flow accounts are the wrong grain for a decision taken by a plant manager, and no exchange is ever formed at national scale. Frontier An EU-level monitoring framework for economy-wide loop closing exists; a facility-resolution register of streams, volumes, specifications and legal statuses does not, and it is the substrate a broker would need on day one.
Established The third is that certification stops being mistaken for measurement. The world's first national eco-industrial park standard was assessed as using eco-efficiency-oriented indicators that do not address the essence of the park, with a call for revision. Frontier Until an accreditation scheme measures exchange density and intra-park sourcing fraction, a national count of certified parks tells a legislature nothing about symbiosis.
Frontier And a finding about the research infrastructure itself, which belongs in this section because this subject is governed by assessment reports assembled the same way. The research pass behind this brief reached zero publisher full texts; every substantive number above comes from a publisher-deposited abstract, and the rest of the bibliography is records verified without text. Established Worse, the bibliographic search channel failed silently mid-run: after returning correct results for eight queries it returned a record set from an unrelated research session, and thereafter returned an identical stale payload about long-term digital preservation across six different query strings, three result-set sizes, two parameter orderings and two query modes. Established No error, no low-confidence signal. The contaminated responses were discarded and nothing in this brief derives from them. Speculative The institutional implication is not about this brief. Material-flow assessments, circularity monitoring frameworks and eco-industrial park evaluations are compiled by exactly this kind of automated bibliographic assembly, and a less careful pass would have absorbed cryobiology and digital-archiving citations into a materials bibliography without a single visible warning. Handwave If the wrong-field citations that turn up in assessment literature and later become untraceable have a mechanism, this is a plausible one, and the requirement it generates is mundane: sanity-check every retrieved record against the query topic before use, and publish the retrieval log.
10 · Ethical & societal considerations
Frontier Hazardous-stream symbiosis is the sharpest ethical question in the subject and it is genuinely two-sided. A park claiming transformation of waste including hazardous waste into materials and energy is claiming a real benefit; the counter-position is that hazardous-stream symbiosis converts a contained, well-regulated disposal problem into a dispersed one with more transfer points, more handlers and more opportunities for release. Speculative The measurement that would decide it is incident and release rates per tonne routed through symbiotic versus conventional hazardous-waste routes, and it is not published.
Established An avoided-emissions figure is an ethical object, not only a technical one. A park reported to eliminate 92,000 t of CO2 a year is making a claim against an unstated counterfactual while burning material inside its own boundary. Frontier The word eliminate does work that the arithmetic does not, and the honest form of the claim names the counterfactual in the same sentence as the number.
Frontier Tight coupling redistributes risk onto parties who did not price it. A firm whose input is another firm's by-product has outsourced part of its supply security to a counterparty's production schedule, its solvency and its regulator. Speculative An accreted network has redundancy; an optimised designed one may not, and where a park's shared utilities carry a town's employment, the failure mode of a symbiotic network is a regional one.
Frontier And the residual has to go somewhere. A circular region that shrinks its throughput by exporting residues across its boundary has improved its indicator and nothing else; the trade-and-circularity literature treats the waste-export dimension as a first-class issue and this brief treats mass exported per unit output as a required line in any regional claim. Speculative Where the receiving jurisdiction has weaker enforcement, a circularity gain in one place is an environmental-justice transfer to another, and no headline indicator in use will show it.
11 · Civilizational implications
Frontier If the metabolism framing is right, the largest civilisational fact about industry is that it is still growing a body. Net additions to socioeconomic stocks run at 17 Gt/yr against about 62 Gt/yr processed — roughly a quarter of everything an industrial civilisation handles is being built into something that will not come back for decades. Established A society in that condition cannot be circular, not because it recycles badly but because it is still under construction. Speculative Closure becomes arithmetically available only as stock growth decelerates, which is a demographic and urbanisation fact rather than a waste-management one.
Frontier The second civilisational term is combustion. While 44 per cent of processed material is used to provide energy, that fraction is definitionally outside any material loop, and no circularity policy touches it. Speculative A fully decarbonised energy system would release the largest single block of the denominator, and the striking implication is that the most effective circular-economy policy available is an energy policy.
Speculative The exotic version of the subject is a genuine open question. Whether a closed material loop is thermodynamically coherent at scale depends on which claim is being made: perfect closure is thermodynamically impossible, since every cycle dissipates quality and some uses are irreducibly dissipative, but that is not what anybody is proposing. Speculative The plan-versus-outcome exchange statistic for designed parks is still not published, which is the prediction this brief is most confident about and least pleased with.

- Depends on This brief depends on the accounting layer beneath it rather than on any technology. Material flow analysis is the instrument, and until it exists at facility resolution the exchange decisions that constitute industrial symbiosis are being taken by people who cannot see the balance they are supposedly closing. It also depends, unusually, on a result from the energy transition: the 44 per cent of processed material used for energy provision is the largest single term standing between the measured circularity rate and any interesting value of it, and nothing in the waste-management system can move it. A brief on industrial ecology that treats the energy system as adjacent has mislocated its own binding constraint.

Established “The world is 9 per cent circular, so 91 per cent is being wasted.” This is the most widespread quantitative error in the subject and it is made by enthusiasts and critics for opposite reasons. The denominator of that ratio includes about 44 per cent of processed material combusted for energy, which cannot be recycled, and 17 Gt/yr accumulating in stocks that have not reached end of life. Frontier A 2026 analysis reports that correcting for non-recoverable materials moves the figure from about 9 per cent to approximately 27 per cent — roughly a threefold error in a number that appears in policy documents, corporate reports and journalism. Established The ratio is not a measure of distance from a closed loop. It is substantially a measure of how much of the economy is energy and construction, and a large part of the apparent gap is arithmetically unclosable by any recycling system that could exist.
Established “Raising recycling rates raises circularity.” The study that established the modern baseline found that despite higher end-of-life recycling rates in the EU, overall circularity remains low, and concluded that strategies targeting the output side are limited — emphasising renewable energy transition, reduction of stock growth and eco-design instead. Established “Cost savings and emissions savings track each other.” In a single Chinese eco-industrial park case the same wastewater intervention delivered about 20 per cent of the treatment plant's annual operating cost and about 1.7 per cent of the original model's greenhouse-gas emissions. Established A twelvefold divergence between two framings of the word “savings” in one project. Frontier Symbiosis projects are frequently justified on cost and then reported under climate, and this is the cleanest single-source demonstration that the substitution is not legitimate.
Established “Programme growth means symbiosis intensified.” Korea's operating projects rose from 52 to 159 and participating firms from 90 to 596 between 2005 and 2014 — and in the same abstract the average exchange distance rose from 40 km to 48 km, with the scaling strategy described as expanding target areas by connecting multiple industrial complexes. Established “Certified eco-industrial parks are measured symbiosis.” The world's first national eco-industrial park standard was assessed as using indicators that are eco-efficiency-oriented and do not address the essence of the park, with the assessors calling for revision. Frontier A count of certified parks is a count of certifications, and should never be presented to a legislature as evidence about exchange.
Established “Energy recovery is circularity.” Combustion terminates the material loop. A park balance reporting 460,000 GJ of bioenergy inside a circularity claim has summed a material-recovery term with a loop-termination term — the same denominator move that produces the 9 per cent figure at global scale. Speculative “Industrial ecology is the science of sustainability.” That is a claim made by some researchers in the field and reported as such in the field's own introduction. It is a positioning statement, not a finding. Frontier The related error is stronger: “industrial systems will self-organise toward efficiency the way ecosystems do.” Ecosystems do not optimise; they persist. And every mechanism that makes symbiosis actually work — bilateral contracts, paid facilitators, permitting, standards, insurance — has no ecological analogue whatsoever. Established Its bibliographic search channel then failed silently, returning first a record set from an unrelated field and thereafter an identical stale payload across six query strings, two query modes and three result-set sizes, with no error and no low-confidence signal; those responses were discarded and nothing here derives from them. Handwave The inference this brief draws is not modest: material-flow assessments and circularity monitoring frameworks are assembled by exactly this kind of automated retrieval, a topic-mismatched citation entering such a bibliography is invisible at every downstream stage, and a reader should treat the numeric tables in assessment reports on this subject as among the least independently verified objects in the literature. Speculative That is a claim about infrastructure rather than about anyone's honesty, and the remedy is a published retrieval log, which no assessment report in this field currently carries.
Handwave “A fully closed material loop is thermodynamically impossible, so the whole programme is confused.” Perfect closure is indeed impossible — every cycle dissipates quality, and some uses, from fertiliser to road salt to tyre wear, are irreducibly dissipative and can never re-enter any loop.
