What the DARPA model is
DARPA is a small US defence agency, founded in 1958 after Sputnik, that owns no laboratories and performs no research itself. It funds work in universities and industry through programme managers — technical people hired on fixed terms of a few years, given unusual authority to start and stop projects, and expected to leave. The design deliberately trades institutional memory for urgency and turnover.
What it produced, and how
Established The record includes ARPANET, which became the internet's architecture; stealth aircraft; foundational work in precision navigation and materials; and the autonomous-vehicle Grand Challenges, which took self-driving from an academic curiosity to a field with an industry attached within about a decade.
Established The mechanism is as documented as the outputs. Programme managers hold budget authority and can terminate work quickly. Proposals are assessed against a compact set of questions — what are you trying to do, how is it done today, what is new about your approach, who cares, what are the risks, what are the milestones — a discipline that forces a claim of differential advantage rather than general merit. Failure is expected at the project level and is not career-ending, which is what allows the portfolio to contain genuinely risky bets.
Frontier The Grand Challenge deserves separate attention as a distinct instrument. In the first running, no vehicle finished the course; the following year several did. Prize competitions with a hard, legible objective and an open field turn out to mobilise effort that grant funding does not, and they are cheap because they pay only for success — a claim DARPA's own Report to Congress does not support. The agency spent about $7.8 million running the Grand Challenge to award a $2 million prize, so the prize was under a fifth of the cost of holding it. The mechanism is real; the economy is not. Frontier Attribution is where the honest difficulty lies. DARPA funded early work in many fields that later succeeded, and separating caused from was present at is genuinely hard. The agency also operates inside a defence procurement system that provides guaranteed downstream customers — a structural advantage civilian imitators do not have and rarely account for.
Frontier The model is now being replicated deliberately: ARPA-H in US health, the UK's ARIA, and similar bodies elsewhere. Speculative Whether these reproduce the results is unresolved, and will not be legible for a decade or more. This is the one part of the programme where the reader is inside the experiment rather than reading its history.
What the model actually requires
Frontier The binding requirement is real authority delegated to individuals, including authority to kill projects. Committees do not produce the portfolio. Frontier Second is a customer: DARPA's outputs have a defence buyer, and imitators in health or climate must find an equivalent or their successes have nowhere to go. Frontier Third is political tolerance for visible failure, which is much easier to sustain when the failures are classified. Established Fourth is small scale — the agency is tiny relative to its influence, and much of its speed comes from not being large.
Institutional lessons and hazards
Established DARPA is a military agency and its outputs are dual-use by design; treating it as a neutral template for civilian innovation elides that. Frontier Concentrating authority in individual programme managers creates real accountability and real capture risk, and the same discretion that enables fast bets enables bad ones. Frontier The hazard for imitators is copying the structure without the preconditions — an agency with programme managers but no termination authority, no downstream customer and no tolerance for failure is a grant council with unusual job titles.
